I always order with confidence from Oh Polly. I ordered size 14, it was large in the waist and perfect on the legs. I would say you should order according the waist.

Beautiful Material and Fit True to Size
These pants are as beautiful as pictured if not more in person. The material is flowy and not see through. It fits true to size and simply gorgeous. Wish they would make it in Navy, Brown, or White.
